Most applicants for a Schengen visa to visit France have to go through VFS Global. (See a step-by-step guide on how to apply for a visa HERE.) However, the following people are allowed to lodge their Schengen visa applications directly at the French embassy in Manila:
- Diplomatic and Official passport holders
* - Spouses of French Citizens
* - Family members of EU, EEA, Swiss citizens — married spouses, minor children below 18 years old, and qualified dependents above the age of 21
* - Scholars of the French government
* - Scientists/Researchers with a Convention d’Accueil (short stay only)
If you belong to any of these groups, see THIS PAGE for a link to your requirements.

Good luck!
