Have you ever finished checking in to your flight then wondered if you should still join the queue at the terminal fee counter? (No? Just me?) What makes it a bit confusing is that the answer to “Does your Cebu Pacific ticket include the terminal fee?” varies with where you are and where you’re going. For those who, like me, still mix it up from time to time, here’s a quick guide.
If your flight departs from Manila
The terminal fee is already included in the total payment and collected at the time of booking.
If your flight departs from Cebu
Domestic flights (within the Philippines) — The terminal fee is already included in the total payment.
International flights (outside the Philippines) — The terminal fee is not yet included and will have to be paid at the airport.
(See what I mean about the potential for confusion? And I live in Cebu so…)
If your flight departs from elsewhere in the Philippines or from Brunei
The terminal fee will have to be paid at the airport upon check-in because it is not yet included in the price of the ticket.
And if you’re flying from another Cebu Pac city
The terminal fee (if applicable) is usually already part of the total price of the ticket.

How to check
While booking, you can verify whether or not the terminal fee is included in the price by looking at the fare breakdown. Hover your mouse above the blue “TAXES AND FEES” part. If the pop-up box shows “Passenger Service Charge” (the official name for the terminal fee) then it’s already included in the price. (See screenshot above.)
Good rule of thumb: if the total fare is under PHP 200, it probably doesn’t include the terminal fee yet. (But congrats for nabbing such a cheap seat!)
If you’ve already booked your ticket, you can check whether or not you’ve already paid for the terminal fee by looking at the Itinerary Receipt sent by Cebu Pacific to your email. On the second page, under Payment Details, the terminal fee will be marked as “Passenger Service Charge” with an accompanying value added tax.

If you were issued an Official Receipt, you can also find the terminal fee in the “DPSC” line.

Hi Mille! As far as I know, yes, kailangan pa rin mag-fill-up ng departure card — we did so last February — kasi you’ll have to present this sa Immigration counter. Sometimes the check-in counters mismo will have a pile of departure cards that you can start filling up while waiting in line, but if not, there is usually a place after the check-in counters but before the Immigration counters na may writing area, with ballpens, and piles of departure cards — kuha ka lang ng isa tapos i-fill-up mo. 🙂 Good luck!
